I disagree. I think it would be easy. Let the players know they are allowed , say $100.00 a month for personal expenses. Anything above that will disqualify an athlete from ever playing again. They will police themselves. If you are 2nd string and getting $50 , unfairness will not go unnoticed. And a school who violates the police will suffer sanctions. The problem is how does the NCAA monitor a limit? Once everyone can legally be paid, trying to verify how much thousands of players will get would be impossible. That's why this whole thing is stupid. It will just be a bidding war.
