Coaches have been stuck on the phrase since last year regarding Rodriquez, and now the new HA beat writer is already using it the same way. It must not be worth much to them since they explain away great passing so easily with it?

Rodriguez showed the most upside, sporting a beautiful deep ball and connecting with sophomore receiver Tim Jones for some big completions, while Whatley looked poised for a first-year player and showed off his arm strength in live drills.

In short, it means that even though a certain player and another player might be about the same right now, the coaches think one will be better in the future due to some feature the player possesses such as running speed, arm strength, or vision. Sometimes the coaches are right and sometimes they are wrong.
